
Will provincial ordinances prevent national policies from being implemented? This seems to be the boiling issue regarding a new Executive Order on mining in the Philippines. The Executive Order outlines new mining policies by the national government and is just waiting for the signature of President Aquino.
However, Albay Governor Joey Sarte Salceda, former economic adviser to then President Gloria Macapagal-Arroyo but who supported Mr. Aquino in the May 2010 presidential election, voiced concern over the new EO trampling on the autonomy of local governments.
